F. Phil Cartagena
F. Phil Cartagena, Jr. is a well-rounded expert with over 20 years of experience in program management, business process redesign, and custom and package technology implementations. Currently a Sr. Project Manager at Partners Healthcare System, Inc. (PHS) assisting with EPIC delivery for the Partners eCare PMO, Mr. Cartagena has advised healthcare and other organizations on PMO setup, governance implementation, and the efficient management of their portfolios. Earlier as a program manager and terminologist at PHS, he led an ICD-10 effort for the Enterprise Clinical Informatics & Infrastructure Services group.

Phil has a BA in computer science from Harvard University, an MBA from Columbia Business School, and certifications from PMI, HL7 and HIMSS. He is also an adjunct Professor at Boston University and Eastern Nazarene College, and is a HIMSS Reviewer for the 2017 conference.

I'm currently a Project Manager - doing security, telehealth, and process improvement projects - at Partners HealthCare - working from our new facility at Assembly Row.

Certified as a Project Management Professional, a Certified Scrum Master, with an ITIL foundation, I've a healthcare IT - CPHIMS - and security certifications - GISP - to round out my BS in Architecture from Northeastern University and an ALM in Management from Harvard University. A lifelong learner, I'm currently enrolled in a CyberSecurity certificate program at Harvard University and studying for the CISSP exam.

Professional Development at MassBay PMI is dedicated to producing programs that are focused on improving the overall competency base of our Project Management and Business Analyst membership to help them be more successful in their careers. Our volunteer team collaborates with membership and corporate leaders to develop a curriculum of offerings that are relevant and challenging and that align with the needs of the market and the goals of our members.

In 2017, we began implementing the PM 20/20 program (originally started by Kym Oliver). PM 20/20, developing the skills and competencies needed for PMs and BAs to be successful in the year 2020 and beyond is the central theme for the chapter. Member volunteers are welcome to join our efforts as we research the Boston market and publish articles about how companies are adopting PM practices.

Sriramasundararajan Rajagopalan

Dr. Sriram Rajagopalan graduated with a Bachelor’s degree in Electronics and Communication Engineering from the University of Madras in India, a Master's (MS) degree in Computer Engineering from Wayne State University, Michigan, a business (MBA) degree in Management from Concordia University, Wisconsin, and a doctorate (PhD) degree in Organization and Management from Capella University, Minnesota.

Sriram works as the Vice President of Proposition Delivery with Aptus Health. Besides having established the Program Management Office (PMO) in Aptus Health and a Project Office in West Notifications Group, he has delivered numerous projects for clients such as eFunds, Northwest Airlines, CVS Pharmacy, Prime Therapeutics, US Airways, Blue Cross Blue Shield, and several pharmaceutical firms such as GSK, Novartis, AstraZeneca, Depomed, and Boehringer-Ingelheim.

Sriram became one of the semi-finalists for Kerzner award for process excellence. He frequently blogs and has published peer-reviewed scholarly international journals, Scrum articles, and PM Network on topics related to project management, agile transformation, and about the TONES© framework to middle management transformation through self-initiated post-doctoral work.

Sriram also engages actively in training project management and agile concepts including certification preparation through his own business, Agile Training Champions (www.agiletrainingchampions.com). He also is an active speaker on frameworks like TONES and PARAG to middle management transformation through project management. In addition to having published in International peer-reviewed scholarly journals, PM Network, and Scrum Alliance, Sriram also maintains a blog at agilesriram.blogspot.com.

Sriram also holds many professional certifications in project management (PMP, PMI-ACP, PMI-SP, PMI-RMP, CSP, CSPO, CSD, CSM, ACC, IT Project+, SCM, SCPO, SCD, SAMC, SCT, and CSOXP). With extensive software development and project management experience in many industries, he promotes the scholar-practitioner approach engaging in numerous speaking engagements and delivering information technology and project management courses as adjunct faculty at Northeastern University and the University of Riverside.
William Wagner
VP Technology
Will has over 15 years experience as a project manager working in technical fields - including hardware, software, websites and print-on-demand. He has managed teams across multiple industries and serves on the board of several NPOs. In addition to certifications and licenses in a variety of other fields he got his PMP certification in 2012.

He currently volunteers his time to serve as VP of Technology for the PMI Mass Bay Chapter website.
