Job Description Summary

Reporting directly to the IT Strategy and Planning (S&P) Lead, the S&P Business Consultant (IT Strategy & Planning Advisor) role is actively engaged in business relationship management, portfolio project planning, project scoping, high level requirements elicitation and multi-year implementation planning. This role will create business value by partnering with business teams across the organization to ensure projects are sized and scoped accurately, and business value is tracked with each functionality release and monitored throughout the implementation plan. The S&P Business Consultant role partners with business areas to help define their capability needs and works with delivery teams to ensure technology roadmaps support those needs.

Responsibilities: Translates business capability needs into executable implementation plans by coordinating across multiple business and/or technical teams to define solution approaches o Identifies and documents high-level business requirements and matches capability needs with technical delivery roadmaps to ensure re-use of existing functionality where possible o Partners with business teams to define and document the business architecture needed to ensure full functionality of proposed technology solutions o Negotiates with leaders to identify the balance between business needs and program/project delivery needs o Understands both business and technical architecture with the ability to marry the two to create win-wins o Develops deep relationship with project teams to ensure executable project plans, seamless handoffs and two-way communication o Manages business needs via capabilities roadmaps to ensure the evolving needs and priorities of the business are clearly understood o Works with architects, business analysts, systems analysts to marry business and technical capabilities in support of integrated solutions

Qualifications (knowledge/skills/abilities/behaviors):  Ability to translate strategy into tactical plans to deliver maximum business value o Proven success in defining solution approaches to achieve business goals and objectives o Ability to develop strong relationships and influence key internal constituents to meet project and corporate-wide objectives o Strong verbal and written communication skills and the ability to work constructively with all levels of the organization o Documented strength in problem analysis and resolution o Ability to build consensus and support across business and project teams

Education and Relevant Experience:  7 - 10 years IT project experience o Bachelor’s degree o Graduate degree in business, information systems or computer science preferred o Previous experience with portfolio planning, project planning and implementation o Healthcare and insurance experience o Knowledge of BCBSMA organization, portfolio planning process, business processes and technology platforms a plus
